As people have pointed out, xenophobic is a must. Otherwise an oligarch is more appropriate, perhaps with the Exalted Priesthood that has been recommended.Ĥ. Be warned the God Emperor is not immortal in this case.ģ. If you want the proper flavor of "God-Emperor", you'll need Imperial Authority + Authoritarian + Spiritualist + "Imperial Cult" civic. Imperium of Man is either an Imperial or an Oligarch, depending on who you ask and at what point in time.Ģ. That said IoM spans an absolutely massive amount of time, and technically would have changed ethics and civics many times over.ġ.
